We utilize a goal-driven approach based on Goal Question Methodology (GQM) for developing and maintaining a meaningful metrics program. The primary assumption behind this approach is that before you can begin to identify a measurement mechanism for feedback and evaluation, you first need to identify the organization's goals and trace them to the operational data that defines the success.
This top-down approach has three levels: Goals, Questions and Metrics. The process starts by identifying the organization's goals, and then we map these to the questions that address those goals, and finally identify the metrics that provide answers to the questions. The end result is the ability to use metrics to improve the software development process (and its resulting software products) while maintaining alignment with organization business and technical goals.
